It was built in 1863 by Charles Garnier, the architect of the Paris Opera. Its "atrium" paved with marble, surrounded by 28 Ionic onyx columns gives access to the Opera room (which cannot be visited) entirely decorated in red and gold, with bas-reliefs and sculptures.
