Sludge accumulation is inevitable with HFO fuel which is just a notch higher than asphalt in refinery distillation process. All those unrefined impurities eventually react with atmospheric moisture and oxygen + corrosion bacteria to form a heavier than oil sludge at the bottom of the tank.
