Is Mainframe Modernization Actually Cheaper Than Keeping Legacy Systems?

A lot of enterprise modernization discussions focus on reducing infrastructure costs. But moving mainframe workloads to the cloud doesn't automatically make them cheaper.

The real financial challenge is understanding the total cost of ownership over several years.

Before approving a migration budget, I'd look at five things:

  • Migration expenses: Code conversion, data migration, testing, and infrastructure setup.

  • Parallel operations: Running legacy and modern environments simultaneously during transition.

  • Cloud consumption: Compute, storage, networking, and unpredictable workload spikes.

  • Maintenance costs: Supporting legacy dependencies that remain after migration.

  • Business value: Faster product delivery, improved integrations, and reduced dependency on specialized skills.

In some cases, modernizing existing applications and exposing them through APIs may deliver better returns than rebuilding everything.

Zoolatech explores these trade-offs in its guide to mainframe modernization, including different migration approaches, risks, and cost considerations.

Question for the community: Has anyone seen a mainframe-to-cloud migration where infrastructure costs actually increased afterward? How did your team justify the investment beyond direct cost savings?
