L.P.O issue
Dear Gentlemen,
This correspondence on whether i offered a free sample or not boils down to Namaan's word against mine & deflects matter at hand from resolution path. Am guilty as charged never tendered,never issued an L.P.O etc. But Namaan do you recall the day i came to your office for you to explain that the HFO consumption data before 20th Feb (which we were to use as baseline data for comparison), was faulty? And i was to wait for consumption of all the catalyst dosed HFO & another undosed delivery to finish inorder to compare & reconcile savings, when i protested you offered to down pay 20,000/= pending the final results? When i said i will wait for savings results and final full payments i never fore saw this eventuality. You say your hands are tied coz of lack of procurement protocol compliance, but then you were to down pay me that means you have mandate of righting the the oversight i had on procurement compliance, yet when all data was reconciled & savings validated the procurement non compliance is non negotiable. A pertinent question i asked about the last time fuel holding tanks and the amount of sludge evacuated you have not addressed here and that was to assess if my claim that i was called to dose a fresh delivery of 12,000 litres of fuel and i came several days late and found a total of 13,000+ of fuel in all the tanks. So this 1,500+ waste as you evacuated sludge was already existing even when i came on sight. As for requisition of catalyst whole package i had told you during the delay of my coming that 1 gallon is what am waiting for & when i gave you the quote for 2.63ltrs a few days later you did not ask i go back i bring the rest neither mention it when you were offering to down pay me 20,000/= to partially alleviate my pain of waiting.
All through the wait, trust & Goodwill was my guiding light and i knew future order could go either way. But i had not anticipated savings to be found then my effort in the whole exercise be trashed on a procurement oversight issue. That's why i beseech reason and rationale to prevail.
