July 28, 2022

Demand for Retractions

Frazier for Texas Campaign

ATTN: Frederick Frazier, Candidate

4100 Eldorado Parkway STE 100

PMB 241

McKinney, TX 75070

My name is Dr. Paul Chabot. I was a candidate for Texas State Representative in the 2022 Primary and 2022 Runoff Elections. I am writing this letter to demand that you retract false and defamatory statements about me. Further, you imply that I am lying, which in fact is defamatory.

On or about May 10thth, your mailer arrived at voters mailing addresses in Texas House District 61 titled, “Paul Chabot Very Dishonest,” attached as Exhibit A (2 pages).

The following is false, misleading, and defamatory, “Paul Chabot is Very Dishonest.” The truth is, “This statement is false because it follows with additional false statements I (Frazier Campaign) made on the same mailer about Paul Chabot which are also not true, and therefore this heading is false.”

The following is false, misleading, and defamatory, “Chabot falsely claims he is now with the Navy stationed in Forth Worth.”  The truth is, “Chabot was and continues to be stationed with the Navy in Fort Worth.”

The following is false, misleading, and defamatory because it directly implies, I am lying when you stated in the heading “Paul Chabot Very Dishonest” whereas your statement reads, “In 2017, Chabot claimed he was a ‘100% disabled veteran’ on a form to apply for 100% exemption from Texas property taxes.” The truth is, “Paul Chabot is a 100% Disabled Veteran, and lawfully complies with the 100% exemption from Texas property taxes, which is certified by Collin County based on evidence from the United States Department of Veteran Affairs.”

The following is false, misleading, and defamatory, “Chabot applied for $2.1 Million in state and federal grants claiming to be a drug counseling expert.” The truth is, “Chabot did not apply for $2.1 Million in state and federal grants. Rather, a corporation he works for, part-time, applied for the federal and state grants, and these two grants employ a number of people. Secondly, Paul Chabot has extensive experience and training in youth drug prevention dating back to his service beginning in 1999 in the White House Office of National Drug Control Policy where he traveled the nation and lectured about the Drug Free Communities Grant Program, D.A.R.E, Drug Endangered Children’s Program, the President’s National Drug Control Strategy, among others.”

On or about May 11th, 2022, your mailer arrived at voters mailing addresses in Texas House District 61 titled, “Paul Chabot has told a lot of tall tales since he ran from California to Texas, but he can’t outrun the truth,” attached as Exhibit B (2 pages).

The following is false, misleading, and defamatory, “Paul Chabot has told a lot of tall tales since he ran from California to Texas, but he can’t outrun the truth,” The truth is, “This statement is false because it follows with additional false statements I (Frazier Campaign) made within this same mailer about Paul Chabot which are also not true, and therefore this heading is false.”

The following is false, misleading, and defamatory, “In 2017, Chabot said he was a 100% disabled veteran” to be exempt from his property taxes.” The truth is, “Paul Chabot is a 100% Disabled Veteran, and lawfully complies with the 100% exemption from Texas property taxes, which is certified by Collin County based on evidence from the United States Office of Veteran Affairs.”

The following is false, misleading, and defamatory, “Chabot claims he is now with the navy stationed in Fort Worth. The Navy says he is not.” The truth is, “Chabot was and continues to be stationed with the Navy in Fort Worth.”

The following is false, misleading, and defamatory, further, what you (Frazier Campaign) have implied to the reader is, additionally, that I am criminally breaking the law, dishonest, and acting in Stolen Valor fashion in regard to VA Disability/Military Records, “Definition of 100% disabled from the Military. A 100 percent disability rating, or total disability rating, is the highest percentage that can be given for service-connected compensation purposes. This rating is reserved for veterans with extremely debilitating service-connected conditions that typically make them unable to work and mostly unable to care for themselves. Is Chabot really 100% disabled or was he just trying to get out of paying property taxes. He has a government grant for a job. He walks door-to-door daily for his campaign. If he comes to your door, ask him!”  The truth is, “Paul Chabot is a 100% Disabled Veteran discharged from Service in Iraq, in 2009, with an Honorable Discharge, then rejoined his Navy Reserve Unit. 100% disabled is not very rare and percentages that add up to 100% disabled vary on each service member’s medical condition, with some service members disabilities ratings exceeding 200%. Further, Chabot was and continues to serve in the U.S. Navy Reserves, and therefore, yes, 100% disabled and active is the truth, and the Department of Defense and the Department of Navy retain countless service members with disability ratings from the VA.  Paul Chabot lawfully complies with the 100% exemption from Texas property taxes, which is certified by Collin County. According to the VA, a Service Member can receive 100% disability rating for a number of injuries, which the VA computes based on thorough medical evaluations, and the injuries as in all health records of citizens, is personal and confidential. Either a Veteran has one service-connected condition that meets the 100% rating criteria specified for that condition, or the veteran has multiple service-connected conditions whose individual disability ratings combine to 100%. Further, there are 4 types of 100% disabled veterans and the Frazier Campaign mail piece lumped Paul Chabot into what they refer to as ‘most severe,’ with no evidence.  In truth, the four types of 100% ratings, according to the Department of Veterans Affairs Code 3.3.40 include Service-Connected; Total Disability/Individual Unemployability; Temporary 100 Percent Disability Rating; Permanent and Total.”

The following is false, misleading, and defamatory, “Chabot says he is a drug counseling expert based on his own experience as a drug addict.” The truth is, “Paul Chabot has extensive experience and training in youth drug prevention dating back to his service beginning in 1999 in the White House Office of National Drug Control Policy where he traveled the nation and lectured about the Drug Free Communities Grant Program, D.A.R.E, Drug Endangered Children’s Program, the President’s National Drug Control Strategy, and simply because he went through drug rehab as a child was wrong of our campaign (Frazier Campaign) to mislead you into believing that Paul Chabot ‘says’ he is a drug counseling expert based (solely) on his own experience as a drug addict.”

The following is false, misleading, and defamatory, “Recently, he applied for and received a $2.1 million state/federal grant.” The truth is, “Chabot did not apply for $2.1 Million in state and federal grants. Rather, a corporation he works for, part-time, applied for the federal and state grants.”

On or about May 12th, 2022, your mailer arrived at voters mailing addresses in Texas House District 61 titled, “Pop Quiz Which Paul Chabot Statement is a Lie,” attached as Exhibit C (2 pages).

The following is false, misleading, and defamatory,Pop Quiz Which Paul Chabot Statement is a Lie,” The truth is, “This statement/heading is false because it follows with additional false statements I (Frazier Campaign) made on the same mailer about Paul Chabot which are also not true, and therefore this heading is false.”

The following is false, misleading, and defamatory, “(check marked circle) All of the above Yes!!!”.” The truth is, ““This statement is false because it precedes with additional false statements I (Frazier Campaign) made on the same mailer about Paul Chabot which are also not true, and therefore this heading is false.”

The following is false, misleading, and defamatory, “I am a 100% disabled veteran and qualify for zero property taxes. Chabot made this claim to Collin County Tax Assessor” The truth is, “Paul Chabot is a 100% Disabled Veteran, and lawfully complies with the 100% exemption from Texas property taxes, which is certified by Collin County based on evidence from the United States Office of Veteran Affairs.”

The following is false, misleading, and defamatory, “I am stationed at the Navy Base in Fort Worth.” The truth is, “Chabot was and continues to be stationed with the Navy in Fort Worth.”

The following is false, misleading, and defamatory, “Give me $2.1 million in grants and I will provide drug awareness for 750 kids. (Promise to State and Federal Officials when he recently applied for a grant.”  The truth is, “Paul Chabot never made this statement.”

On or about May 20th, 2022, your mailer arrived at voters mailing addresses in Texas House District 61 titled, “Professionally Frederick Frazier:attached as Exhibit D (2 pages).

The following is false, misleading, and defamatory, “PAUL CHABOT Claimed 100% Veteran Disability to eliminate property taxes,” The truth is, “Paul Chabot is a 100% Disabled Veteran, and lawfully complies with the 100% exemption from Texas property taxes, which is certified by Collin County based on evidence from the United States Department of Veteran Affairs.”

The following is false, misleading, and defamatory, “PAUL CHABOT got federal anti-drug grants then did not do the work.” The truth is, “Paul Chabot did not get federal anti-drug grants. Rather, a corporation he works for did receive a federal grant, and Paul Chabot is not an employee associated with the federal grant and has not received any compensation from this federal grant.”

The following is false, misleading, and defamatory, “VOTER ALERT: While involved in California politics Paul Chabot filed false criminal allegations about a political opponent. The charges were dismissed. Don’t believe Chabot’s lies about Frederick Frazier.” The truth is, “Paul Chabot did not file false criminal allegations about a political opponent and chargers were not dismissed. Further, Paul Chabot is not lying about Frederick Frazier, the Texas Rangers did, indeed complete an investigation regarding felony crimes related to Frederick Frazier, and Mr. Frazier has since been felony indicted twice on those initial allegations.”

Demand is hereby made that within 30 days you will: mail a retraction letter to every household that received Exhibit A, B, C and D. You will state that you made false statements regarding me (listing the false statement), followed by the corrections listed above (the truth is…). Further, you will provide proof of the mailing by sending me the following via certified mail, a) copy of retraction letter/mailer b) USPS receipt identifying number of pieces mailed, cost, method, date, payment showing “paid” c) addresses mailed, and send to my address listed on page 1, via certified mail.

Exodus 23:1 “The Lord continued, “Never spread false rumors. Don’t join forces with wicked people by giving false testimony.”

“Since a good name and a person's good reputation is such a valuable thing that can be ruined through slanderous lips, God considers it evil, and he hates it. According to James 3:15-16, the practice of slander is demonic. People who engage in slandering other people are being led by demons—not the Spirit of God.”  – Josh Buice, Pastor
